When the Dial is initially created, 12 Hour Cells are created and 1 "Current Hour" cell is created randomly among them and gives a higher damage% bonus. This Current Hour Cell is brighter than the rest of the Hour Cells.
At the end of each turn, the Xelor must be both standing on one of the Hour Cells, and the dial must have spare charges. If either of these conditions are not met then the Dial is destroyed.
The Hour Cells provide a damage% bonus to all elements. There are also a number of other Xelor spells which utilize the Dial and Hour Cells for additional effects.
Another effect of the Dial is that the caster can teleport to any of the cell, while using only 1 Move Point, allowing quick movement on the field.
